Fore some weird reasons Paypal accounts in the Ukraine aren't allowed to recieve funds sometimes. I haven't found out the reason for that yet, but they are lot of threads on the Paypal forum who are discussing about this problem. They don't know the clear reason for that too. Here is one of the threads that i found if you want to read into it:

UPDATE: We are going to add Skrill anyway. Then it'll be easier and better!
